Though I'm glad Edward wanted to propose to Bella, I do think he did it for the wrong reason at the moment. He proposed out of fear of losing her. But I love how honest, endearing and regretful he's being, and acknowledging his failure to cherish her. I'm hoping they can get back what they seem to be lacking. She needs to be more trusting that he wouldn't cheat on her, and he needs to be more open, to give her some reassuring things are okay with them.
