I understand how that can be a bit confusing but the way that I am seeing it is that Bella has been with Jacob a long time and while she says that she has enough of him, deep down she regrets it due to the fact that she thinks she loves him. She also does things sometimes without thinking first.
she doesn't like him been upset with her but also wants to do her own thing, that is why she is feeling guilty and getting upset.
